Angered that petroleum companies have earned millions of dollars from oil spills, several California legislators are calling for new laws, tougher enforcement and an oversight hearing in response to an investigation of the spills by The Desert Sun and ProPublica. The news organizations pieced together data showing a small number of oil companies have earned nearly $40 million from California spills since 2003.
